Where our income comes from
Harbour Light's supported-housing rent is ordinarily funded through Housing Benefit.
Housing Benefit receipts are received as gross rent payments. In Harbour Light's accounting system, these receipts are not split into separate core-rent and service-charge receipts.
This does not mean that service charges are unrecorded. Property-level Rent & Service Charge Breakdowns separately show how rent and eligible service-charge elements are calculated.

The £1,110 difference between operating surplus and surplus before tax comprises bank charges of £861 and other interest and charges of £249.
Management costs
Management costs
Harbour Light is a small registered provider and does not record management activity as a separate accounting cost category. Management of our social housing forms part of the normal day-to-day duties of our staff alongside other landlord functions. Apart from our Maintenance Operatives, staff time is not divided between separate management and operational activities.
It would therefore not be possible to produce a reliable standalone management-cost figure without making retrospective estimates or assumptions. Rather than publish an artificial figure, we publish the actual expenditure recorded in our accounts, including staff and employment costs, administration and professional costs, repairs and maintenance, property rents, utilities, insurance and other operating costs.
Directors' remuneration
In accordance with the Regulator of Social Housing's Transparency, Influence and Accountability Standard, Harbour Light publishes information on Directors' remuneration relative to the size of the organisation.
In the financial year ended 31 December 2025, Directors' remuneration per social housing home was £292.
The figure has been calculated by reference to the methodology published by the Regulator of Social Housing. Directors' remuneration is reviewed by the Board with regard to the responsibilities of the role, the size and complexity of the organisation and value for money.
Rent and service charges
Harbour Light receives Housing Benefit as a single gross rent payment for each tenant. In Harbour Light's accounting system, these receipts are not separately split between core-rent income and service-charge income.
Harbour Light maintains a Rent & Service Charge Breakdown for each property. This records how the annual charge is calculated, including the service-charge elements and the services or costs those elements are intended to cover.
These breakdowns are Harbour Light's authoritative property-level records for explaining how rent and service-charge components are calculated. Because incoming Housing Benefit is received as a gross payment, Harbour Light does not record the service-charge element as a separate income receipt in Xero.
Tenants can ask Harbour Light for a copy of the current Rent & Service Charge Breakdown that applies to their property.
