Information for organisations providing independently commissioned care and support to people living in Harbour Light homes.

Harbour Light provides the housing and retains its landlord responsibilities.
Support Companies provide care/support commissioned separately by the relevant commissioner.
Practical co-operation supports tenants while keeping landlord and care/support roles distinct.
Harbour Light and Support Companies
Harbour Light is the landlord. Support Companies are independently commissioned care/support providers.
Harbour Light does not commission or pay Support Companies for tenants' care/support. This does not prevent practical co-operation around housing matters.
Landlord and housing management
- tenancy management;
- rent and service charges;
- repairs from report to completion;
- property inspections;
- landlord safety and compliance;
- landlord decisions;
- complaint outcomes;
- tenancy enforcement; and
- property adaptations and suitability decisions.
Commissioned care/support and practical assistance
- commissioned care and support;
- helping a tenant communicate with Harbour Light;
- helping tenants report repairs;
- reporting defects where a tenant is unable or unwilling;
- reporting communal or grounds defects;
- helping arrange appointments;
- accompanying contractors;
- assisting access where previously agreed; and
- providing relevant incident information where landlord action may be required.
Working arrangements may differ. This page does not imply that every Support Company has identical contractual duties.
Repairs and contractor access
Practical assistance
Support Company staff may help tenants report repairs, arrange appointments and provide contractor access where this has previously been agreed.
Harbour Light decisions
Harbour Light decides repair priority, contractor appointment, repair scope, completion and any landlord compensation decision.
Use the existing landlord route to report a repair or find emergency information.
Tenancy and landlord decisions
Support Companies may provide relevant information or raise concerns, but Harbour Light retains landlord decisions.
Support Companies do not decide tenancy enforcement, possession action, rent, complaint outcomes or landlord property decisions. A Support Company cannot unilaterally move a tenant from one Harbour Light property to another.
Where an urgent housing change is needed, the appropriate organisations should contact Harbour Light to discuss it.
Incidents, safeguarding and anti-social behaviour
Where an incident, safeguarding concern or anti-social behaviour issue may require landlord action, relevant information should be passed to Harbour Light.
Only information relevant to the landlord matter should be shared. Harbour Light does not own or control a Support Company's day-to-day care/support records.
