What is STAIRs?
STAIRs makes information about the management of social housing easier to find and understand. Chapter 1 concerns information Harbour Light publishes.
Harbour Light is not required to create records that do not exist. Information may sometimes be summarised, redacted or withheld where lawful protections apply.

Active from 1 October 2026
Think information is missing?
A Harbour Light social housing tenant or authorised representative may ask for a STAIRs review if they believe information Harbour Light holds should have been published under Chapter 1.
Future — from 1 April 2027
Formal information requests
Chapter 2 will allow formal STAIRs information requests. This future right is not active yet.
